SUMMARY:Implementing the European Child Guarantee for Children with Disabilities
DESCRIPTION:European expert meeting\n18th November 2026\, Valletta\, Malta\n  \nThis European expert meeting on 18th November in Valletta will bring together experts from the COFACE (Disability) network\, as well as key partners in academia and public policy\, to take stock of the measures taken to support children with disabilities in the framework of the European Child Guarantee and on how to address remaining gaps. The meeting will be co-hosted with the Ministry for Social Policy and the Family\, Ministry for Inclusion and the Voluntary Sector\, and the National Parents’ Society for Persons with Disabilities in Malta. It will be a key action to support visibility of the Universal Children’s Day 2026 on 20th November. \nEU context\nIn 2024 and in 2026\, Member States submitted their progress reports on the implementation of the Child Guarantee. The European Commission assessed progress and on 6 May 2026\, it adopted a new strengthened Child Guarantee\, aiming at increasing efforts to end the cycle of child poverty. In this context\, the COFACE European expert meeting will provide a timely opportunity to assess progress for children with disabilities\, collect information on lived experiences of families across Europe\, highlighting any challenges or gaps in provision\, as well as putting forward policy and practice solutions for effective positive change for children with disabilities and their families. \nCOFACE actions to support implementation of the Child Guarantee\nCOFACE Families Europe is an active supporter of the European Child Guarantee\, and is supporting its implementation through various tools and channels: expert meetings\, policy work and analysis\, research on integrated family support models\, and organising peer exchanges between national family ministries on good practices at policy/practice level. In addition\, COFACE has a specific platform of organisations (mainly representing family carers of children with disabilities) which monitors more specifically the rights of children with disabilities and their families (driven by the UNCRPD)\, through the Child Guarantee as well as other EU frameworks on disability\, care and inclusive education. Key areas of focus include: recognition and support to family carers\, promoting inclusive education models\, supporting work-life balance of parents and carers\, and ensuring that local services for families are fully inclusive of families with disabilities. The  European expert meeting will be a great occasion to assess progress made for children with disabilities\, to collect information on lived experiences of families across Europe\, to  highlight challenges or gaps in provision\, and finally to put forward policy and practice solutions for effective positive change for children with disabilities and their families. \nProgramme\nThe programme can be downloaded here.\nFind an Easy-to-Read version of the programme in Word format and in PDF. \n  \nSafe and inclusive activities in COFACE\nAs a European civil society network dedicated to the values of non-discrimination\, gender equality and equality and social inclusion\, COFACE and its representatives must practice its values within all operations and activities\, both internally within the secretariat and the network and externally when representing COFACE. In 2025\, COFACE Families Europe adopted a Common Reference Framework for safe an inclusive activities.  You can read it here in English and French\, and here in Easy-to-Read language. Please know that we provide a safe space for all types of families without discrimination\, and foster pluralistic discussions which acknowledge different viewpoints. It is important that all participants in COFACE activities fully respect these values\, acting respectfully\, and contributing to creating a safe space for all. If you wish to draw our attention to any difficult situations experienced during a COFACE activity\, please write to us using the complaints form. \n

SUMMARY:Strengthening families through integrated service delivery
DESCRIPTION:Strengthening families through integrated service delivery:\nScalable solutions across Europe\nEuropean expert meeting\n18th March 2027\, Sofia (Bulgaria)\n  \nThe COFACE Families Europe network will convene a European expert meeting on 18th March 2027 to explore how services can better support families. There will be a mix of representatives from civil society\, academia and public policy. With the good practices collected\, we will create a compendium with examples which can be transferred across countries and also upscaled through EU funding programmes and partnerships. Co-hosted with COFACE member Tulip Foundation (Bulgaria) and building on the research of the European Observatory on Family Policy\, this meeting will examine different types of service collaboration and alignment for ensuring quality support and driving change towards integrated service delivery for families and children. This will include looking at both barriers and solutions\, and taking different family situations as a starting point. \nBackground\nCOFACE Families Europe is an active supporter of the European Child Guarantee\, and is supporting its implementation through various tools and channels: expert meetings\, policy work and analysis\, research on family policy and integrated service delivery\, and organising peer exchanges between national family ministries on good practices at policy/practice level. Across Europe\, families continue to face complex and interrelated challenges\, including poverty\, social exclusion\, unequal access to services\, and fragmented support systems. These challenges disproportionately affect children\, undermining their well-being and long-term opportunities. \nThe implementation of the European Child Guarantee has reinforced the need for coordinated\, accessible\, and high-quality services in key areas such as healthcare\, education\, early childhood development\, housing\, and social protection. However\, in many Member States\, services remain siloed\, leading to inefficiencies and gaps in support. Integrated service delivery i.e. bringing together social\, health\, and education services in a coordinated manner\, has emerged as a promising approach to improve accessibility and continuity of care\, to address multidimensional needs of families\, to increase efficiency and impact of public spending\, and to strengthen prevention and early intervention. \nKey topics\nAn opening panel will set the context and pinpoint barriers to integrated service delivery\, making recommendations for defragmentation\, cooperation\, coordination\, and integration. We will look at both challenges and good practices to overcome challenges in integrated service delivery for families\, discussing service transformation for better outreach. This will then be followed by four breakout sessions: \n\nEnabling both parents by providing information and facilitated support in access to various services. This session will focus on fathers and cross-sectoral caregiving\, as well as the contribution of policy frameworks to facilitate such partnerships\nDigitalisation of services for better coordination and family outreach. This session will cover opportunities for improving access and coordination\, while acknowledging the risks of digital exclusion for vulnerable families\, and considering interoperability of data systems and privacy concerns.\nPreventing exclusion by supporting families through key life transitions. This will highlight the need for strong networks of professionals and communities around families\, to improve delivery and outreach.\nBreaking down administrative and governance barriers for better family outreach. This session will cover how to overcome fragmented institutional responsibilities. From challenges to solutions.
