A new study by the Joint Research Centre (JRC) of the European Commission explores the link between informal long-term care, demographic change and intergenerational fairness.
Europe is facing a significant demographic change. People are living longer, while fewer children are being born. As a result, the population is ageing rapidly. At the same time, informal care, for example provided by a family member, continues to play a key role in long-term care systems across the EU.
In March 2026, the European Commission adopted its first Strategy on Intergenerational Fairness, to further develop the reflex of long-term thinking in EU policymaking, while giving greater weight to the views and concerns of young people.
COFACE member, Fonds du Logement Wallonie (FLW) provides housing loans to large families for the creation of special accommodation for one or more parents aged 60 or over. Since 2022, this option has been available to all households (with or without children) meeting certain income conditions: total taxable income for the penultimate year, i.e. 2022 for an application submitted in 2024, may not exceed EUR 76,000, plus EUR 5,000 per dependent child.
Persons with disabilities have the right to live independently, included in the community and to family life. To mark the 2023 UN International Day of Persons with Disabilities, the COFACE Disability Platform places the spotlight on family carers. Their crucial role can significantly boost the fulfillment of the rights outlined in the UN Convention of the Rights of Persons with Disabilities, provided they receive adequate support. A COFACE Disability “Thematic Note” was developed to contribute to policy discussions and help find constructive solutions.
