The Interest Group on Civil Society in the European Parliament and its Manifesto

Civil society organisations are at the heart of democratic life in Europe. They play a vital role in promoting fundamental rights and promote the rule of law, strengthening democracy, and ensuring that institutions remain accountable to the people they serve. Yet, in many contexts, the space for civil society is increasingly under pressure.

In response to this period and its challenges, the European Parliament established the Interest Group on Civil Society Organisations in October 2025. It brings together Members of the European Parliament from across political groups. The purpose of the interest group is to facilitate exchanges with civil society actors, promote policies aiming to better support the sector, and react against attacks on civic space.

In February 2026, the Intergroup took a further step with the launch of its website and manifesto. The manifesto sets out a clear commitment to support, protect, and meaningfully engage with civil society, reaffirming its essential role in contributing to a democratic debate

The manifesto focuses on 6 main points:

  1. Recognising civil society as a democratic pillar
  2. Defending fundamental rights
  3. Ensuring structural participation in policymaking
  4. Supporting cross-border cooperation
  5. Ensuring sustainable and independent EU funding
  6. Monitoring the implementation of the EU Strategy for Civil Society
